Board of Trustees

The Board of Trustees of FAPBM is currently chaired by Bruno Tsing Yat RAJASPERA who took office on June 2023. The Vice-Presidency was given to Mrs Hanta Zo RAKOTOVAO.

The Board of Trustees is the guiding and administrative body of FAPBM and is responsible for steering FAPBM’s activities. To this end, it issues directives and monitors their execution. In addition, and in order to allow regular monitoring of its activities and to maintain good relations with its donors, the Board of Trustees meets annually with the main contributors to the capital. These meetings are an opportunity to review the situation but also to discuss the perspectives, the recommendations of the donors are taken into account.

The Board of Trustees is made up of 9 members elected for a period of 4 years. It is composed of personalities from civil society and the private sector in Madagascar.

Currently Director of Community Resource Support at Conservation International - Madagascar, Bruno Tsing Yat RAJASPERA provides strategic and cross-cutting support to Conservation International Madagascar's program to develop the landscape management approach and lead the biodiversity offset project funded by the mining company Ambatovy. He has a long history as a coordinator of large-scale environmental projects for USAID and DELL Corporation.

He has developed expertise in community development for conservation and has written several publications on the subject, most recently: "Developing a resilient co-management arrangement for protected areas: field experience of the Ankeniheny-Zahamena corridor in Madagascar" for Madagascar, Human Dimensions of Wildlife.

Bruno Tsing Yat RAJASPERA holds an engineering degree in agronomy from the Ecole Supérieure des Sciences Agronomiques of the University of Antananarivo.

Currently, Head of Legal and Regulatory Department at Orange Madagascar.She held senior legal positions in the private sector, prior to taking on this function.Hanta Zo Rakotovao holds a Master II in Law from the University Gaston Berger Senegal, a Diploma of Advanced Studies (DEA) in Social Sciences and a postgraduate diploma (DESS) in Administration and Local Community Development in Saint Denis of Reunion.

Committed to entrepreneurship, and a former President of the Syndicat des Industries de Madagascar, he is the Chairman of the Board of Miarakap Investments, which supports companHe is one of the founders of the Initiative for Development, Ecological Restoration and Innovation or INDRI.Fredy RAJAONERA ANDRIAMBELO is an alumnus of the Institut des Hautes Études Internationales of the University of Paris I.ies projects with social impact.

Owner and Manager of the Tropical Food company, Hary Tiana Rahaingoalison is a specialist in coordination and monitoring of international projects in Madagascar. She was in charge of the productive sectors and governance at the Organisme de Coordination et de Suivi des Investissements et de leurs Financements (OCSIF). She is a member of the technical committee " financial resources mobilization" for the project "Strengthening national capacities for the respect of global environmental duties in the framework of the priorities of Sustainable Development" or CCCD-Rio Conventions. Hary Tiana Rahaingoalison is an Agricultural Engineer and a specialist in evaluation and performance assessment of organisations.

Former Management Advisor in the "Private Equity, New Products & Special Transactions" department of the European Investment Bank (EIB), founder and managing partner of WINDOF CAPITAL, a consulting firm registered since the end of 2018 as a "financial advisor" in Luxembourg. He is also a member of the Board of Trustees of Graines de vie Luxembourg, a NGO active in forest planting programs in Madagascar.James Ranaivoson holds a Master's degree in Environmental Management, a Post-Graduate Degree in Mathematics, a Post-Graduate Degree in Financial Economy and was a PhD student in finance at HEC Paris.

Currently, Senior Portfolio Manager at KfW. Before working for KfW, Uwe KLUG held the position of Lead Africa Program and then Regional Program Advisor at WWF Germany. Graduated in Geography, Political Science and History from the Albert Ludwigs Freiburg Universität, he has qualifications in Program Management, Natural Resources Sector Policy, Conservation Financing and Rural and Agricultural Development.

Since October 2022, he has been the Director of Protected Areas, Renewable Natural Resources and Ecosystems within the Ministry of the Environment and Sustainable Development (MEDD). Before settling in Antananarivo, he was previously Director of Development in charge of partnership and cooperation in the Region of DIANA and held the position of Park Director for Madagascar National Parks for a long time. Jean Hervé BAKARIZAFY holds a Diploma of Higher Studies in Tourism from the INTH and followed international training in coastal and insular natural areas, regional management of marine protected areas, and cooperation management in technical negotiation.

Currently team leader in the Industry Division of PROPARCO, a subsidiary of AFD Group dedicated to the private sector. He has extensive experience in portfolio management and business development. He is actively involved in promoting entrepreneurship in Madagascar, notably through the mobilization of investors.Alexis Befeno holds a Master of Business Administration from ESSEC Business School (France). He is a member of the investment and fundraising committees of FAPBM.

Specialized committees

The committees are duly mandated by the Board of Trustees to perform or perform any specific function and responsibility. The composition of each Committee is decided by the Board of Directors. The Committees may enlist the assistance of outside experts for the purposes of their work. The recommendations of the committees are subject to the approval of the Board of Trustees.
