On the initiative of Conservation International (CI), WWF and the Malagasy government. Léon Rajaobelina (CI) and Jean Patrick Paddack (WWF) pioneered the implementation of the sustainable financing mechanism to conserve protected areas and biodiversity in Madagascar.
Signature of grant agreements
with the Agence française pour le Développement for EUR 2,000,000 and the French Global Environment Facility for EUR 1,000,000
Provision of an IDA sub-grant
under the Environmental Program 3 standing at USD 10,000,000.
First FAPBM financing operations
In favor of 6 protected areas (Ankarafantsika, Marojejy, Andringitra, Andranomena, Kirindy and Tsimanampetsotse).
31 protected areas supported (3,000,000 Ha)
12 of which acquired permanent protection status.

Financial Management of World Bank program funds
for the implementation of Environmental and Social Safeguard Plans (ESSPs) in 13 protected areas.
Signing of the first Offset grant with QMM
(Qit Minerals Madagascar, a subsidiary of Rio Tinto) for Agnalazaha protected area.
Capital endowment by Conservation International
of USD 4,500,000.
